ECF Final Report to Minister - February 2012

Background

The "Changing to Compete" Review of Productivity and Skills in UK Engineering Construction (December 2009) was established by Lord Mandleson and John Denham against a backdrop of concern among clients and UK engineering construction contractors of under-performance in the industry.  It was recommended that the Review should consider the productivity, skills and employment relations issues bearing on the overall competetiveness of UK companies in tendering for projects on large construction sites.

The Review recommended that a Forum be established of clients, contractors, trade unions, the NJC (National Joint Council) and the ECITB (Engineering Construction Industry Training Board) to catalyse action and promote change. Ian Marchant, CEO of Scottish & Southern Energy, was nominated to Chair the ECF.
